The Housing Tax Credit program was amended in March 2018 to allow a new minimum set-aside. Owners may elect the Average Income minimum set-aside. In this webinar you will learn how Texas is implementing this change.

  • Review minimum set-aside elections and 8609 elections
  • Review “gray” areas of implementation and TDHCA’s approach to monitoring and reporting noncompliance until release of federal guidance
  • Identify Income Averaging policies and procedures outlined in Title 10 of the Texas Administrative Code, Subchapter F

Patricia Murphy is Chief of Compliance for the Texas Department of Housing and Community Affairs. In this position, Patricia has oversight for the long-term compliance of the Housing Tax Credit, Tax Exempt Bond, HOME and State Housing Trust Fund programs. Patricia has been with TDHCA’s compliance division since 1995.
