TAA forms and REDBOOK revisions in process
As always in the months following the end of a legislative session, TAA works hard to overhaul our Lease Contracts and other forms, as well as the REDBOOK and REDBOOK Online, to incorporate any changes mandated by the legislature. We also want to make sure that our products reflect the needs of members who use them.
We are very fortunate that there were not as many legislative changes during the recent session that mandated revisions to the Lease Contracts and related forms.
Overall forms changes
The bulk of the changes to the TAA Lease Contracts involve clarifications, additions and improvements, many of which have come from TAA members. As always, there are also sections in the Lease Contracts and in other for-sale forms that have been updated to respond to current industry issues.

Changes to the for-sale forms are expected to be approved by the TAA Board of Directors at its October meeting and are scheduled to be available to Forms for Windows® and Forms Online users in early November. Printed forms should be available to order from local associations by December 1.
Utility submetering forms
Both TAA’s Electrical Submetering Addendum and Water/Wastewater Submetering Addendum are being revised to reflect changes in law, which have now been incorporated into Texas Public Utility Commission and Texas Commission on Environmental Quality rules, respectively.
REDBOOK Online and printed REDBOOK revisions
As you know, the immediate access to TAA’s REDBOOK Online allows us to provide legal updates in a much more timely fashion than the printed version. New and revised statutory information and articles related to legislation taking effect immediately after the session and on September 1 have been posted, ensuring that members have the important updates they needed.
All statutory updates are being finalized in the REDBOOK Online, and all articles, forms and other resources are scheduled to be updated by December 1. If you have questions about accessing the REDBOOK Online, please contact communications@taa.org.
Remember that TAA’s REDBOOK Online is now available in a mobile-friendly format that can be accessed from your smartphone, iPad or other mobile devices. Just log into the site on your mobile device as you typically would to access the mobile version.
Revisions to the printed REDBOOK are under way, as well, and books will be available from your local apartment association in early February.
While TAA General Counsel recommends that all members use the most current versions of Lease Contracts and related forms, the two submetering addenda noted in bold below are the only forms with mandatory updates.
