The Rule applies to all “renovations,” including many typical housing maintenance and remodeling activities, performed for “compensation” in pre-1978 “target housing” and pre-1978 “child-occupied facilities” when the work will disturb paint, stain, shellac and varnish that has not been tested and certified as lead free.  The EPA fines & penalties for non-compliance are stiff.

Also, your company must apply to EPA to become a “Certified Renovation Firm.”   To find this application, go to www.epa.gov/lead,, on left, click Renovation, Repair, Painting, scroll down almost half the page to the link “application for firm certification.  You can also learn more about the Rule.
